RESOLUTION
The 17th January 1998
Subject: Functioning of Aquaculture Authority – Constitution of State Level Committee and District Level Committees.
Government of India, Ministry of Environment and Forest have, vide their Notification No. S.O.-88 (E), dated the 6th February 1997 constituted the Aquaculture Authority to deal with the situation created by the Shrimp Culture Industries in the coastal State and Union Territories in accordance with the direction of the Hon’ble Supreme Court of India in their Judgment, dated the 11th December 1996 on writ petition (Civil) No. 561 of 1994. The Aquaculture Authority have prescribed Rules of Procedure laying down the modalities for carrying out the functions entrusted to it. Some of the important functions of the Authority include (1) according prior approval of shrimp farms operating on traditional and improved traditional system of aquaculture to adopt improved technology for increased production and (2) authorise/approve existing /new farms outside C.R.Z./ outside 1,000 meters from Chilka lake adopting/proposing to adopt methods other than traditional and improved traditional aquaculture. Under Rule 23 of the Rules of Procedure, the State Government is required to constitute State Level and District Level Committees to process such applications for final approval by the Aquaculture Authority.
In consideration of the above, the State Government, after careful consideration, have decided to constitute a State Level Committee and District Level Committee in the coastal districts of Balasore, Bhadrak, Kendrapara, Jagatsinghpur, Khurda, Puri and Ganjam as per the following composition:-

Functioning of the State Level Committee
(i) To consider the applications received from the District Level Committee through the Director of Fisheries, Orissa and make appropriate recommendation to the Aquaculture Authority.
(ii) To adhere to the timetable prescribed in Rule 24 of the Rules of Procedure in making its recommendation.
(iii) It shall be the responsibility of the Director Fisheries to convene meeting of the State Level Committee with approval of the Chairman and place the cases received from the District Level Committee.
Functioning of the District Level Committee
(i) To consider the applications received from existing/proposed shrimp farms and make appropriate recommendation to the State Level Committee.
(ii) To adhere to the timetable prescribed in Rule 24 of the Rules of Procedure.
(iii) To forward the applications and relevant papers to the Director of Fisheries, Orissa with their views for onward transmission to the State Level Committee.
ORDER – Ordered that the resolution be published in the next issue of Orissa Gazette and copy be furnished to all Departments of Government and all Heads of Department for information.
