The Fisheries & Animal Resources Development Department consists of two sectors namely Fisheries and Animal Resource Development.

In Fishery Sector, there is a Directorate headed by a Director, enjoying powers and functions of Heads of the Department. In the Directorate, the Director is assisted by 1 Additional Director, 2 Joint Directors, 6 Deputy Directors, 2 Assistant Directors, 13 Branch Officers and a host of supporting staffs. In the field, there are 3 Deputy Directors in charge of 3 Zones corresponding to Revenue Divisions of Northern, Southern and Central Zones. Besides, there is 1 Deputy Director in charge of Principal, Fishery Training Institute, Balugaon and a Project Director, Shrimp Hatchery, Chandrabhaga. The district level administration is managed by 9 DFO’s (Junior Class-I rank) and 21 ADF’s (Class-II rank).

There are two autonomous bodies namely Orissa State Fishermen’s Cooperative Federation Ltd. popularly known as FISHFED and Orissa Pisciculture Development Corporation Ltd. (OPDC) to look after welfare of the fishermen and pisciculture development respectively. These organisations function under the aegis of Fisheries & ARD Department.

In Animal Husbandry & Veterinary Services sector, there is a Directorate headed by a Director enjoying the powers and functions of Heads of Department. In the Directorate, the Director is assisted by 1 Additional Director, 3 Joint Directors Level-II, 6 Deputy Directors, 10 Branch Officers and a host of supporting staff. In the field, there are 13 Chief District Veterinary Officers (Class – I Senior) in charge of 13 Districts. In the remaining 17 districts, the Sub-Divisional Veterinary Officers functioning in the district headquarters are looking after the district affairs. Besides, there are 8 Deputy Directors in charge of Frozen Semen Bank and 3 Orissa Biological Product Institutes. There are 58 SDVO’s in Sub-Divisions of the State and ___ VAS in 314 Blocks of the State to provide Veterinary Service in field level.

There are 2 autonomous bodies namely OMFED and OPOLFED promoting production and marketing of milk, milk products and egg and chicken. These organisations function under the aegis of Fisheries & ARD Department.

There is also another organization namely “Society for Prevention of Cruelty to Animals”. This is a State level Animal Welfare Organisation functioning since 1936 registered under Societies registration Act-1860.
